Lewis' Coney Island Hot Dogs

1/4 lb Ground beef -- lean 6 oz Tomato paste 1 1/2 c Water 1/4 c Pickle relish 1 tb Instant minced onion 1 tb Mustard 3 ts Chili powder 1 ts Sugar 12 Hot dogs -- heated 12 Hot dog buns -- toasted In a medium saucepan.
